The Cabinet introduced to the Parliament the relevant resolution.
On the website of the Verkhovna Rada published the full list of new areas in Ukraine. The Cabinet of Ministers registered in the Parliament the decree, reports the Chronicle.info with reference to RBC.
In particular, it is envisaged to create in the Crimea and the provinces, 129 districts, 17 of them in the temporarily occupied territory of Crimea, Donetsk and Lugansk regions. In this case the existing 490 districts are eliminated.
Also in the resolution it is specified that borders of districts is determined by the outer boundary of the territories of village, town and city territorial communities, members of the respective district.
“Elections of deputies of district councils of the districts, abolished in accordance with this resolution, are not held”, — stated in the document.
According to the decree, the elimination and the formation of areas in the temporarily occupied territories of Crimea, Donetsk and Lugansk regions held on return of these territories under the General jurisdiction of Ukraine.
The impact on the budget
The formation of new districts does not require additional costs from state or local budgets.
According to estimated calculations, reducing the number of district councils will reduce the expenditures of local (district) budgets: in 2021 — to 1.4 billion, in 2022 — 1.4 billion UAH, and in 2023 — at 1.5 billion.
