The Verkhovna Rada adopted the law on national security

The document outlined the powers of the security of the various authorities.

The Verkhovna Rada on Thursday, June 21, adopted in the second reading the presidential bill On the national security of Ukraine. For a decision voted 248 deputies, reports the Internet-the edition with reference to .

The project involves the cancellation of three laws, combining them. It is the law On fundamentals of national security of Ukraine On democratic civil control over Military organization and law enforcement agencies of the state and the organization of defense planning.

In accordance with the new law, from 1 January 2019 the Minister of defence and his deputies will be appointed for the posts of civilians.

The law also provides for the separation of the posts of chief of the General staff and commander in chief of the APU, which now occupies Victor Muzhenko.

In a separate article of the law we are talking about the development strategy of the military-industrial complex of Ukraine. It is planned to implement “using the mechanisms of public-private partnership” and “involvement of international Advisory, financial and logistical support”.

In addition, the paper describes the system of national security and powers of each of its subjects, in particular, the President, the ministries of defense and internal Affairs, the armed forces, General staff, SBU, state border service, etc.

At the same time, compared with the current law On fundamentals of national security of Ukraine proposed by the President, the project proposes the reduction of the list of priority national interests.

In particular, the law focused on areas such as sovereignty and territorial integrity, European and Euro-Atlantic integration and the development of the economy and civil society. Thus, from the list proposed to exclude such items as the rights and freedoms of man and citizen, development and functioning of the Ukrainian language and protection of minority languages, the development of spirituality, moral principles, the intellectual potential of the people.

The presidential project does not provide a list of threats to national interests and stated that they should define the different documents that are approved by the national security Council and approved by the President.

Before the vote, the Parliament discussed 428 amendments to the bill.

A large package of amendments concerned the powers of the security service. The deputies demanded to deprive the service functions in the economy and fight corruption, because, according to them, these powers already have the newly created law-enforcement bodies (NEB, SAP, GBR), and SBU uses them to “nightmare business” and demand bribes. However, I’m Glad these changes are not supported.According to the speaker of Parliament Andriy Parubiy, this law is important to counter Russian aggression, security sector reform, and a significant step on Ukraine’s way to NATO.
